GOVIND SINGH DOTASRA’S ACHIEVEMENTS AS MINISTER OF STATE FOR PRIMARY AND SECONDARY EDUCATION (2018-2021)

Govind Singh Dotasra served as the Minister of State for Primary and Secondary Education (Independent Charge), Minister for Tourism and Devasthan in the Government of Rajasthan, from 2018 to 2021. During his tenure, Govind Singh Dotasra spearheaded a number of initiatives aimed at strengthening the state’s education sector, addressed long-standing issues in the education sector and endeavored to navigate Rajasthan’s education system towards being more progressive and inclusive, particularly in rural regions.

One of the biggest challenges faced by students in Rajasthan is the linguistic divide. Therefore, a significant achievement of Mr. Dotasra’s was the expansion of English Medium Schools, specifically the establishment of Mahatma Gandhi Government Schools. Recognizing the growing demand for English education and its importance in a globalized world, the Congress administration initiated the establishment of these schools. This move was a proactive step towards providing quality English-medium education to students from all socio-economic backgrounds, bridging the gap between private and public schooling, and providing an alternative to parents who previously could not afford expensive private English-medium schools. Mr. Dotasra has consistently defended these schools, emphasizing their critical role in ensuring equitable opportunities.

Furthermore, Mr. Dotasra prioritized curriculum development and reform. The goal was to ensure that educational content was current, comprehensive, and reflected a diverse national narrative.  The curriculum revised during his tenure in 2020 was intended to be inclusive, recognizing the contributions of various leaders and historical events.

Mr. Dotasra has strongly opposed the current administration’s attempts to distort history and impose narrow ideological agendas in the educational system, arguing that the emphasis should always be on holistic learning and critical thinking.

As the Education Minister, he was dedicated to enhancing the quality of teaching and learning. Initiatives were launched to provide improved training for educators and to furnish them with essential resources. The significance of a well-supported teaching community was a recurring theme in the education department’s strategy, recognizing that effective educators are fundamental to a robust education system.

Accessibility also remained a primary focus. His efforts were apparent in the policies that were swiftly implemented to adapt to the COVID-19 pandemic and the subsequent lockdowns. The education department ensured continuity of learning and focused on mitigating academic disruption while ensuring student well-being. The idea was to leverage technology to close the physical gap and ensure that the students don’t suffer in those times of uncertainty.

A number of measures were taken, such as promotion policies for students from Class 1 to 9 and Class 11 to the next grade without examinations. Also, recognizing the reduced number of working days, the administration cut short the syllabus for the academic session.

Shiksha-Vani (Radio-based Learning) and Shiksha-Darshan (TV-based Learning) were also launched to reach students in remote areas with limited to no internet access. Further, over 4300 digital lessons in various languages were uploaded on YouTube as a part of the E-Kaksha scheme, which aimed to provide students with accessible and flexible learning.  Teachers’ training and support-oriented programs were also organized to equip teachers with skills for online teaching. Teachers also conducted home visits under the “Mohalla” learning sessions, especially in neighborhoods with limited digital connectivity.

Besides these policies during COVID-19 lockdowns, efforts were made to bolster the infrastructure of government schools, especially in rural and backward regions, to ensure that geographical location did not hinder access to education. This included the provision of basic amenities and the creation of a supportive learning environment for students.

His tenure also highlighted the necessity of transparency and accountability within the education sector, especially regarding the issues regarding the transfers and appointment of teachers. The overall aim was to streamline administrative processes and guarantee that resources were used effectively for the benefit of students, teachers and schools, ensuring all stakeholders benefitted from the government policies.

It is evident that in his drive for quality education that Mr. Dotasra’s background as a lawyer and his extensive political career, which commenced at the grassroots level, likely shaped his perspective on the same. Having served as a pradhan of a Panchayat Samiti and as a Member of the Legislative Assembly for several terms, he possessed a practical understanding of the needs and challenges faced by ordinary citizens, including access to quality education. This can be seen during Mr. Dotasra’s tenure as Education Minister in Rajasthan, which was marked by efforts to make education more accessible, equitable, and relevant. His initiatives, particularly the establishment of Mahatma Gandhi English Medium Schools, efforts during the lockdowns, and the emphasis on an inclusive curriculum have sought to empower students throughout the state.
